Larpenteur Avenue construction

Is the stretch between Lexington and Snelling *EVER* going to be *officially*
completed? At least to the point where they can remove the obnoxious
construction pylon barricades reducing traffic to one lane?
The street appears to be completely repaved with concrete, and ready for
traffic to start using it, I can't understand why there are still barricades
on the road.
It doesn't seem that there hasn't been any construction changes happening to
the street since late August, so those barricades have been sitting there for
SEVERAL MONTHS now.
