I was out bumming around this morning, and happened to drive
between I-35W and Cedar Ave along Blackdog Road. Just east of
the power plant, I noticed a number of eagles roosting in the
trees on the far side of the river. There was an open spot in
the trees so you could easily see the far side of the river, and
the bright sunshine made it easy to spot the birds. I have
never seen eagles along the MN river before despite driving
through the refuge on many occasions. It was quite spectacular
to see 15 or 20 sitting in trees within about a 500 foot
stretch of the river.

I used to see them occasionally while commuting to Mendota Heights, most
often climbing over the Mendota Bridge.
