Sorry for your loss first.
Did you get given a password for their AppleID? I’d be tempted to try and login online at
appleid.apple.com - that may help work out if the account is inactive or not (I’ve not heard of accounts becoming inactive not to say it’s not possible). If not, you may be able to activate it, or do a password reset to re-enable it. Then you’d be able to unlock the iPad hopefully or if not, a factory reset would eventually prompt you for the password to unlock it.
The store will only have issues it it’s been logged as stolen to the police. Behind that if you have the password they can’t do much else. I’m sure the store staff would be as helpful as they can be given the circumstances.
