All of a sudden the light partially went on... re: Party records (and I finally read the technical document) - I put it all down to coffee administered early enough in the day.  This email is aimed mainly at Basil, but Tim and Robina, you might want to have a look at this too.   
 
We're not proposing to supply anything more than collection data (as a Collection) and collecting institution data (as a Party) to ARDC (so there is the ability to link) in stage 1.  In the current MME schema version collection records have a space for links to be made to the collecting institution (isManagedBy/isManagerOf).  The MME schema can be updated and expanded to include links to Party records for people (subjects of, donors and/or creators) of collections down the track.  All the MME collection records need to do is embed a link to them. 
 
To be honest, I'm not convinced at this point that the MME should be the provider of collecting institution party data to ARDC.  It would be helpful to know how we (collective we that is) avoid supplying duplicate party records to ARDC.  We aim to record rights and accessRights data in the Party record so perhaps that distinguishes the MME version of the Party from the NLA version.  I'm making a large assumption here that NLA proposes to supply collection and party data to the ARDC and that it is possible that there could be double ups and I'm wondering where the Australian Dictionary of Biography fits in all this (in terms of data supply to NLA?). 
 
Thus, right now I'm seeing the MME is in the business of scenario 1 as outlined in the tech doc and we'd like to know more about the Party Administration Tool please and to talk through how to handle Party records as canonical records.  I can see a recent round table discussion about the Party infrastructure (and issues of training on PAT) I'm just wondering where the tool is (and if we can be lead to it and have a tinker with it?).  I can also see in the Concerns section you mention some useful questions.

ps. It would help me to know what the term "key" is supposed to refer to because I'm inferring (by example) that it means the link (by URL identifier) between a collection record and a party record.
