I am in Active Actions view, which is set to "sort by computer score" and there is no other sort criteria.
Here are the first two tasks that appear in my list:
Task #1 importance: more urgency: more no context no star not a folder no subtasks not a goal no start date no due date no reminder not a project
Task #2 importance: max
urgency: max
context: phone (context open always)
no star
not a folder
no subtasks
not a goal
no start date
no due date
no reminder
not a project
I have also looked at these tasks in the Windows software and cannot see any other criteria that might be hidden from Android view. I also checked the computer score values in the Windows application and they are at the default settings -- I have not adjusted them. Computed score is selected and not "sort by hierarchical values".
Let me know if there is any other information I can supply in order to solve this problem.
Also, is there no view on Android for Next Actions?

I just discovered that task #1 is a next task under a project whose important is more and urgency is more.
This is perhaps why item #1 is ordered before item #2, but I still don't understand why.
In
the settings for ToDo list ordering I changed prioritization from
"importance and urgency" to "urgency" and the ordering remained the
same.
