Term paper - Similarity percentage

Sir,
My term paper has showed a percentage similarity of 4%. I believe that might be because of inclusion of quotes and the references.
Other than that, I have not copy-pasted a single line (if there is similarity in the language used- I have tried to give references for that). Is 4% fine in that case?

i guess sir had said 5/20 pages can be copied with citation so around 25% is ok :P
