Environmental Issues with Voters and Candidates

WASHINGTON—American voters will make the environment a
top-tier voting issue in the 2000 elections, according to
conservationists. The League of Conservation Voters
Education Fund (LCVEF) announces a $7.4 million national
advertising, polling and grassroots public education effort
designed to encourage candidates to address environmental
issues and voters to find out where the candidates stand on
such issues. Details of the campaign are featured on the
new LCVEF Web site,

“Throughout the country, voters are paying more attention to
issues that directly affect the quality of their lives, from
the safety of the water they drink and the quality of the
air they breathe," said Deb Callahan, president of the
LCVEF. “This is the year when the environment will emerge as
a critical election issue—an issue that candidates seeking
all levels of elective office will be well-served to address.”

Visitors to the new Web site

hear television ads currently appearing in Washington, DC;
Nashville, Atlanta, and Austin, Texas. The ads will appear
in other major cities in early summer.

Site visitors can also take an on-line pledge to ask
candidates where they stand on environmental issues and to
“Vote Environment.” Extensive polling data, analysis,
surveys and commentary will be available over the Internet
to help voters learn more about how candidates and
constituents feel about the environment.

Over the course of the year, the LCVEF, along with Greenberg
Quinlan Research Inc., is evaluating the saliency of
environmental issues and how they influence voter
participation. Working with state environmental groups and
a variety of pollsters, the group this year will conduct 23
state and three national polls on environmental and
conservation issues and their relationship to civic participation.

Beth Sullivan, executive director of the LCVEF, says, “This
useful research, coupled with the ‘Vote Environment’ pledge
program will encourage voters to find out where candidates
from the state house to the White House stand on
environmental issues and urge those candidates to actually
address the issues.”

nonprofit, nonpartisan 501(c)(3) organization dedicated to
raising awareness about environmental issues, increasing the
capacity and effectiveness of state and local environmental

The morning of 5/4/2000, we began to receive numerous reports of a
VBScript worm being called "Love Letter" circulating in the wild. Early
reports we have received indicate this is not a hoax. Reports indicate
the worm is distributed via e-mail with the following characteristics:

NAME:LoveLetter

VBS/LoveLetter is a VBScript worm. It spreads thru email as a chain letter.

The worm uses the Outlook e-mail application to spread. LoveLetter is
also a overwriting VBS virus, and it spreads itself using mIRC client as
well.

When it is executed, it first copies itself to Windows System directory as:
- MSKernel32.vbs
- LOVE-LETTER-FOR-YOU.TXT.vbs

and to Windows directory:
- Win32DLL.vbs

Then it adds itself to registry, so it will be executed when the system
is restarted. The registry keys that it adds are:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run\MSKernel32
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunServices\Win
32DLL

Next the worm replaces the Internet Explorer home page with a link that
points to an executable program, "WIN-BUGSFIX.exe". If the file is
downloaded, the worm adds this to registry as well; causing that the
program will be executed when the system is restarted.

The executable part that the LoveLetter worm downloads from the web is a
password stealing trojan. On startup the trojan tries to find a hidden
window named 'BAROK...'. If it is present, the trojan exits immediately,
if not - the main routine takes control. The trojan checks for the
WinFAT32 subkey in the following Registry key:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run

If the WinFAT32 subkey key is not found, the trojan creates it, copies
itself to \Windows\System\ directory as WINFAT32.EXE and then runs the
file from that location. The above registry key modification makes the
trojan become active every time Windows starts.

Then the trojan sets Internet Explorer startup page to 'about:blank'.
After that the trojan tries to find and delete the following keys:

Software\Microsoft\Windows\CurrentVersion\Policies\Network\HideSharePwds
Software\Microsoft\Windows\CurrentVersion\Policies\Network\DisablePwdCaching

DEFAULT\Software\Microsoft\Windows\CurrentVersion\Policies\Network\HideShare
Pwds
DEFAULT\Software\Microsoft\Windows\CurrentVersion\Policies\Network\DisablePw
dCaching

Then trojan registers a new window class and creates a hidden window
titled 'BAROK...' and remains resident in Windows memory as a hidden
application.

Immediately after startup and when timer counters reaches the certain
values, the trojan loads MPR.DLL library, calls WNetEnumCashedPasswords
function and sends stolen RAS passwords and all cached Windows passwords
to 'mai...@super.net.ph' e-mail address that most likely belongs to
trojan's author. The trojan uses the 'smpt.super.net.ph' mail server to
send e-mails. The e-mail's subject is 'Barok...
email.passwords.sender.trojan'.

There's the author's copyright message inside the trojan's body:
barok ...i hate go to school suck ->by:spyder @Copyright (c) 2000
GRAMMERSoft Group >Manila,Phils.

There are also some encrypted text messages in the trojan's body used
for its internal purposes.

After that, the worm creates a HTML file, "LOVE-LETTER-FOR-YOU.HTM", to
the Windows System directory. This file contains the worm, and it will
be sent using mIRC whenever the user joins an IRC channel.

Then the worm will use Outlook to mass mail itself to everyone in each
address book. The message that it sends will be as follows:

Subject: ILOVEYOU
Body: kindly check the attached LOVELETTER coming from me.
Attachment: LOVE-LETTER-FOR-YOU.TXT.vbs

LoveLetter sends the mail once to each recipient. After a mail has been
sent, it adds a marker to the registry and does not mass mail itself any
more.

The virus then searches for certain filetypes on all folders on all
local and remote drives and overwrites them with its own code. The files
that are overwritten have either "vbs" or "vbe" extension.

For the files with the following extensions: ".js", ".jse", ".css",
".wsh", ".sct" and ".hta", the virus will create a new file with the
same name, but using the extension ".vbs". The original file will be
deleted.

Next the the virus locates files with ".jpg" and ".jpeg" extension, adds
a new file next to it and deletes the original file. Then the virus
locates ".mp3" and ".mp2" files, creates a new file and hides the
original file. For above two cases, the new files created will have the
original name added with the extension ".vbs". For example, a picture
named "pic.jpg" will cause a new file called "pic.jpg.vbs" to be created.

LoveLetter was found globally in-the-wild on May 4th, 2000. It looks
like the virus is Philippine origin. At the beginning of the code, the
virus contains the following text:

Be on the lookout for two deadly viruses: "ILOVEYOU" -- and now "FW: JOKE".
Don't open any of these files -- delete immediately.

The ILOVEYOU virus went on a worldwide rampage early Thursday; it shut down
e-mail servers and deleted files. Researchers say the virus is spreading
faster than the infamous Melissa virus, which brought companies to its knees
last year. The FW:JOKE virus contains an attachment called "VeryFunny.vbs."
It too is deadly -- it steals your passwords.

Bottom States Include California, Massachusetts, Maryland;
Top States Include Wisconsin, West Virginia, Iowa

California, Massachusetts and Maryland are among the lowest ranked states
in providing students with computer access, according to a report in a
special issue from SCORE! and Newsweek magazine hitting newsstands today,
``Kids Online: How to Use the Internet to Help Your Child in School.''

The report, ``The State of Our Schools,'' looks at the degree to which
schools are wired. Other states in the bottom ten are New Hampshire,
Nevada, Hawaii, Alabama, Louisiana, Mississippi and Rhode Island. The
ten states with schools offering the best student-computer ratios are
those with fewer large urban areas, including Wyoming, Alaska, Nebraska,
North Dakota, Montana, South Dakota, Kansas, West Virginia, Iowa and
Wisconsin.

Among the largest school districts, those with the most computers per
student include Broward County, Fla.; Palm Beach County, Fla.; Fairfax
County, Va.; Hillsborough County, Fla.; and Montgomery County, Md. Large
school districts with low computer per student ratios include Los Angeles
Unified School District; New York; Dallas Independent, Texas; Houston
Independent, Texas; Hawaii State Department of Education; Detroit; and
Chicago.

In ``Plugged In At Home & School,'' SCORE! and Newsweek also examine
at-home computer usage. The guide reports that 63 percent of parents with
children in grades K through 8 believe that teachers have enough computer
and Internet training. Parents' perceptions run counter to many studies
indicating that teachers sorely need more training to use technology well
in the classroom.

Other findings include:

-- Only 23 percent of parents use screening software to limit a
child's access to the Internet at home.
-- When asked what change they would most like to make in the role
of computers at their child's school, the greatest percentage of
parents (40 percent) asked for more computers, followed by 28
percent who want computer and Internet classes for parents
themselves. Only 3 percent want more use of the Internet during
the school day.

``Kids Online'' also provides parents with guidance on
how to help their children succeed in school, making the
best use of online and offline resources. Articles
include: evaluating charter schools; keeping kids safe
when they surf the 'Net; using the Web for homework
help; gauging a teacher's Internet savvy; using online
resources for special-needs kids; and finding the right
computer for your child.

Objectives: to use writing process/skills to communicate a drawing of

from cooperating schools read to duplicate the original drawing as closely
as possible. The real challenge is that the remotely drawn monster is
created only from reading the description! At the end of the project, both
the original and duplicate drawings are digitized and published on the web
in the Mind's Eye Monster Galleries so that participants can see the
resulting drawings for comparison. Evaluation of student work: write a
final email message to the partner class discussing the differences between
each of the student's work.
