TODAY, THE PRESIDENT ASKED ALL AMERICANS to be a part of a
national, bipartisan effort to make sure that every child can
read independently and well by the end of third grade.
Families and communities are the foundation of this effort and
the President is proposing to provide $2.75 billion to support
them in meeting America's Reading Challenge.
Below is a brief summary and background on the new reading
challenge. Within the next few days, you will be able to find

examples of successful tutoring and parent involvement

Why a Reading Challenge?
40 percent of all children are now reading below the basic
level on national reading assessments. Children who cannot
read early and read well are hampered at the very start of
their education -- and for the rest of their lives. This will
be even more true as we move into the 21st century. To
participate in America's high-skill workplaces, to cruise,
much less use the Internet, all children need to read better
than ever before.
The President Challenges All Americans to become Involved:
* For every child to be able to read by the end of third grade,
every American will have an important role at play. Parents
are their children's first teachers. By reading to their
children 30 minutes each day, turning off the TV, going with
their child to their library, every parent can set an example
and give their children the firm foundation they need to do
well in school.
* Our nation's schools, libraries, religious institutions,
community and national organizations, the media, universities,
business leaders and millions of our nation's senior citizens
are also essential in helping to meet this reading challenge.
Already 40 different groups have rallied together with
Secretary of Education Richard Riley to create the
Read*Write*Now initiative, and a growing number of states and
communities have started their own reading initiatives. The
President will challenge these groups and the entire nation to
redouble their efforts to ensure the reading success of every
young child. And he will challenge 1 million Americans from
all walks of life to volunteer to tutor young children in
reading.
The President Proposes $2.75 billion to support America's Reading
Challenge:
Recognizing the supportive role the federal government can
play, the President proposes investing $1.75 billion over 5
years in new investment, and $1 billion over 5 years for
National Service which is already in the President's budget,
in the efforts of parents, communities and educators to help
meet the challenge. This $2.75 billion initiative has several
components:
Four Main Components of the President's American Reading Challenge
* Help for Parents to be their Child's First Teacher
through Parents as First Teachers challenge grants for
regional and national networks and for local effective,
proven efforts for helping parents who want assistance to
help their children become successful readers. ($300
million over 5 years)
* A Head Start for One Million 4 and 5 year olds. The
President has already called for an expansion of Head
Start to one million children by FY2002.
* America's Reading Corps: Individualized After-School and
Summer Tutoring for More than 3 Million Children in
Grades K-3 Who Want and Need It -- with the help provided
by one million trained and supervised tutors. Federal
support would be available for trained reading
specialists and tutor coordinators -- including thousands
of AmeriCorps participants and other National Service
volunteers -- to provide instruction, organize school and
community-based reading programs, and recruit and train
volunteers. ($2.45 billion over 5 years)
* Accountability for results based on national and state
progress in the reading performance of 4th graders on the
National Assessment of Education Progress (NAEP). ($25
million over 5 years)

RE: SEA TURTLE MIGRATION-TRACKING EDUCATION PROGRAM
The Sea Turtle Survival League (STSL) is a program of the nonprofit
Caribbean Conservation Corporation (CCC). The mission of the STSL is to
protect sea turtles by reducing threats to them and preserving their nesting
habitats through a program of public awareness, advocacy and education.
Starting the first week of September, the STSL will begin offering an
exciting new educational program based on the satellite-tracked migration of
sea turtles that nest in the Archie Carr National Wildlife Refuge, located
on Florida's east central coast.
This message is YOUR INVITATION to use this exciting and FREE education
program during the upcoming school year.
The Archie Carr Refuge, named after our organization's founding scientific
director, attracts more nesting loggerhead turtles than any place in the
Western Hemisphere and more endangered green turtles than any place in North
America. Researchers in partnership with the STSL will attach satellite
transmitters to the backs of four green turtles in order to track their
mysterious and unknown migration after leaving the nesting beach. The STSL
will use the stream of data sent back by satellite in an education program
distributed on the Internet's World Wide Web.
In addition to a full range of information about sea turtles and the Carr
Refuge, the Web Page will include a map that is regularly updated with the
most recent migratory movements of the participating green turtles. The
migration will start from the east coast of Florida and cover hundreds or
even thousands of miles. Where the turtles will go is anyone's guess.
Scientists conducting the research will offer weekly observations, and
students will have an opportunity to have their questions answered by
e-mail. We will even start a contest where students can use clues to guess
where the turtles are going.
Teachers wishing to include the program in their curriculum can sign up one
of two ways: (1) over the phone (352-373-6441) or (2) through a registration
form on our web site (located at http://www.cccturtle.org). Participating
educators will be sent a free Educator's Guide on the program, which
includes an array of information and diagrams about sea turtle biology, a
full description of the satellite research, a migration-tracking map
suitable for the classroom and ideas for classroom activities targeted to
different grade levels. The Guide is also designed so that relevant
sections can be easily photocopied for distribution to students.
Through this program, people around the country, especially school
children, will learn as researchers learn about the migration of turtles,
the global range of the species and the importance of protecting all coastal
waters and habitats. The program will also add to students' general
awareness about marine conservation, sea turtles, geography, research
technology and the critically important Archie Carr National Wildlife
Refuge. The new information on turtle migrations discovered through the
research will also allow the STSL to
focus conservation efforts on as yet unknown geographic regions critical to
U.S. sea turtle populations.
As part of the program, participants will be given the opportunity to
"adopt" one of the satellite-tagged sea turtles with a $25 donation.
Through the satellite-tracking program and the optional turtle adoptions, it
is hoped that children and adults will take a personal interest in sea
turtle preservation, learn about the natural history of sea turtles, and
become aware of numerous issues impacting the species. In addition, because
the program will be available on the Internet, this fun new communications
tool will be used and promoted in the schools and to the general public.
