REGARDING A NEW YORK TIMES ARTICLE WITH LINK AND EXCERPT BELOW:

The importance to the French Community in Quebec of their
culture and language has lead to increasing pressure for websites to
conform to the law for print publications by being available in the
French as well as English language. Website owners of small business
websites with a market that is primarily composed of English speaking
customers see the application of a French language requirement for their
webpages as a major imposition. Government enforcers of the language
legislation point out in return that they are only enforcing law that is
in place.

Language is an issue of growing importance for the internet and
multinational business communities. It is an area that a growing number of
people in business and other fields need to know more about and in
increasing amounts. People want to read materials in their own native
language. Therefore, in order to sell them products the message will not
reach those people or influence them as effectively if it is not presented
in their own native language. Consequently, language instruction
materials and information about learning languages is of increasing
importance to the internet and business communities. Languages and
language education are important focuses of the Educational
Cyberplayground where you will find valuable information about and links

TORONTO -- With the overwhelming dominance of English on the
Web, it's not surprising that language can be a sore spot in regions
with other primary tongues. But while many officials around the world
have tried to avoid language requirements in cyberspace, the Canadian
province of Quebec has threatened court action against a small number
of local businesses whose Web sites are not accessible to its
French-speaking majority.

In the past few years, several Quebec-based companies have come
under fire from the Office of the French Language for posting
English-only Web sites.

Most large corporations in Quebec have bilingual French-English Web
sites, in compliance with the province's law that all commercial
brochures, pamphlets and "similar" communications be available in
French. But some small businesses, especially those whose customer
base is strictly English-speaking, say Quebec's attempt to force French
on the language of the Web seems unnecessarily punitive.

Consenting Adults

WASHINGTON -- Politicians of the left and right are finally
beginning to pay attention to the groundswell of resentment
about invasions of privacy.

In the Senate, transportation subcommittee chairman Richard Shelby
leads the way the law he sponsored to prevent states from selling to
private investigators information and pictures required from motorists
seeking a driver's license was upheld by the Supreme Court. He also led
repeal of the ill-advised federal standard for licenses that would have
used Social Security numbers to create an Orwellian national
identification card.

In the House, Texas Representative Ron Paul's bill to prohibit the use of
the Social Security number as an all-purpose identifier is no longer in
limbo. Ways and Means subcommittee chairman Clay Shaw reports that
this action to combat widespread identity theft will be taken up this month.

Chairman Dan Burton's Government Reform Committee will move on
that privacy bill in June, as well as the bill to create a Privacy
Protection
Commission pressed by the G.O.P.'s Asa Hutchinson and Democrat Jim Moran.

Here's evidence that we're getting traction President Clinton and Vice
President Al Gore have detected the growing political appeal of personal
privacy in a time of data rape. To a commencement audience yesterday,
Clinton unveiled his plan to repel the invaders, challenging the Republican
Congress to get on with legislation to stem the tide of snooping.
