The PyBrain Machine Learning Library http://pybrain.org 
just got published in the JMLR open source track. PyBrain is 
written in Python, with strong emphasis on reinforcement learning
and optimization, but also supervised and unsupervised learning,
in particular, methods for recurrent networks with and without teachers.
Many of the algorithms cannot be found in other libraries. PyBrain 
also features standard benchmarks and visualization tools.
