vxlan problem

computer 1

ifconfig vxlan0 create vxlanid 1 vxlanlocal 5.6.7.8 vxlanremote 1.2.3.4
ifconfig vxlan0 up
ifconfig bridge0 addm vxlan0

to bridge0 interface also is added network card and many people connected
to it.
On this server dhcpd runs. People get addresses over DHCP

computer 2
ifconfig vxlan0 create vxlanid 1 vxlanlocal 1.2.3.4 vxlanremote 5.6.7.8
ifconfig vxlan0 up
ifconfig bridge0 addm vxlan0 addm em0

few people are connected to bridge0 (over em0)

everything works if you manually set IP address on their computer, but
dhcpd doesn't work.

Any idea what's wrong?
