Is pkg 2.5.1 broken in release 13.5

Hello everyone,

  I just updated FreeBSD packages, including updating pkg to 2.5.1 but after that. I was not able to update other packages. It gave me this error:

  What is likely the cause? I would like to solve all the problems before 13.5 EOL, because this is really antique laptop and I don't want to upgrade anymore.
