access to files on a LAN shared folder from Android device. How to specify path?

Im trying to build an app to view images. I need this for either windows 10 or an Android device...

1. Is it possible to load images using the path to the files instead of having to import the images first into my project?

2. if so, is it possible to specify a path to a share folder and view the images from there?
