App Inventor Offline version causes error 404

Hi, 
I was tried the offline version of aiStarter and when i start it giving an error 

and 1 more think , do you think that online version is much better then this . I am a beginner and i switch from eclipse and android studio(intellij) to here to start with a pretty cool beginning . 
I think online version is heavy if it is then offline is better but if online is lightweight and much faster than this then please tell me . My Broad band speed is average 512kbps, anyways guys please help me to get rid from this error .


Error 404: Not Found

Sorry, the requested URL 'http://127.0.0.1:8004/' caused an error:

When I did what Andrews ask to "nemeath" 

Try using this url in a browser 


I got the:

In the command window I get:

1) Your Internet connection speed is fast enough (512kps)
2) What offline version of aiStarter?      How you load AI2 is described here:  http://appinventor.mit.edu/explore/ai2/setup.html 
3) You appear to be trying to use AI2, the standard compiler via your browser.  Since you are using Windows, Chrome or Firefox browser are best.   You cannot use Explorer. Explorer is incompatible with AI2.
4) Are you trying to use AI Classic?    It is not clear from your post or are you trying to use one of the personal servers like AILiveComplete?

7) Be aware, that unlike Eclipse and Android Studio, AI2 does NOT require JAVA.

8) Frequently the easiest way to FIX AI2 is to delete the installed files ... they are probably here on your PC:  C:\Program Files (x86)\AppInventor\   Use the uninstall.exe   Then, restart your PC and follow the install instructions of AI2.

9) For most people, the online version of AI2 works very well.   If you are having difficulty compiling, loading projects the issue may be your AI2 code issues and not necessarily your Internet speed.

Try some of the suggestions mentioned above.   If you get working, please let us know.   If you do not get working, tell us what you tried and someone will make more suggestions.

I am using AI 2.1 installer and i am beginner so in my first project i want to make a cool chat app having ability to send text message in realtime and in pro i am planning to add some stickers and calling facility (audio and video call that use slow internet to work properly)
Do you have any good link to download AI installer that works fine ? 
I am using chrome for my wok . First i think this is similar to all other sdk but soon i know this is much easier way to start making apps ,

Yes you can send text messages with AI2.
