not getting the correct signal strength in certain phones

I have used taifun TM to get the signal strength of my phone along with the location of it.   I have checked all the permission setting and ensured that  my phone allows the READ_PHONE_STATE and ACCESS_LOCATION. But still i m not getting the correct signal strength value in my phone infact it is coming out to be positive whereas it must be negative. On the other hand it is coming correct in my friend's phone one plus 5. Infact the correct value of signal strength is only coming in one plus 5. I m not getting the reason behind this.

valid values are (0-31, 99) as defined in TS 27.007 8.5

for signal strength in dbm: I'm using the following calculation: dbm = 2 * asu - 113,
