Getting Runtime Error when connecting to Emulator

Can WiFi connect my App to my Android phone ok from home. At school I cannot WiFi, so we use the Emulator or package the App up to load onto a phone. Been using AppInventor now for a few years, including Appinventor 2. I use this software once a year at school. Worked fine last year in a Win7 environment. Have now updated to a Win10 environment for most computers, but either way this is not working under Win7 or Win10 this year. Was ok in 2017 when last used mid year.

I need this to work to use again with my class this year. So fsar, it is not working with the Emulator when I update it or not. It fails in both circumstances. So have tried different computers, different OS, different Emulators, update or not, but it still fails to run via the emulator.

What is the problem here. See attached Runtime Error log that was produced.

A huge guess Mark is your school network is now blocking port 8001 and possibly port 8004 and they previously did not do this.  Port 8004 access is required to use the aiStarter and the emulator. 
Your school IT people probably can help you determine if this is the issue and possibly grant access to 8004.
