I would like to create  an app that receives an alert and notifies the user even when the app is not currently running.
 If it's not running, the user would receive a notification in the status bar, which could be viewed by pulling down the status bar.
Tapping on the notification would display the message. 
There is already a tutorial for the Classic Version. (http://appinventor.mit.edu/explore/content/alertme.html).
I would like to know if there is way to do this in the New Version (App Inventor 2), even without recieving external messages, just from the aplication itself.

As AI2 apps cannot run in the background currently, what you want to do is not possible.
Two remarks: The is work being done on making this possible and Taifun has an extension that allows for simple notofications, see puravidaapps.com

There is already a tutorial for the Classic Version. (http://appinventor.mit.edu/explore/content/alertme.html).
you can do the same using the texting component also in App Inventor 2
however Google Voice will work only in the United States and not elsewhere
