Read another mobile phone's mobile number

Anyone can share how can the following can be done.

The app is to read the mobile phone's mobile number when that phone comes into contact with or place near to my phone.

I hope and expect that this is not possible without consent of the other phone. Otherwise it would be a terrible breach of privacy.

You could try to make contact via NFC or Bluetooth.

For sure authorisation has to be given. I'm thinking that the phone owner would tap his against ours.

And by doing so, we can capture his mobile phone number and establish contact.

I will NFC and Bluetooth, but this means the other mobile owner has to turn on their NFC or Bluetooth.
