Is there a version of offline appinventor with windows 10?

There is no MIT AI2 Offline  compiler.  AI2Ultimate or AppBuilder  are third-party compilers that can run on a PC without needing to access the MIT server.  The compilers are almost identical to the online MIT AI2 .  The offline compilers do not have all the Blocks and features that are available on MIT App Inventor.

Will one of these third-party compilers work on Win10?  Probably but I do not know.  You might get a better help response by asking your question in one of those forums. Someone on those Forums might be able to give you more help.
