How does the obsfucated text block work?
Does it come into play once the apk is created to prevent "easy" viewing of codes/strings?

What you're saying is exactly the case. Obfuscated text works just like the Text block. The difference is that people can't see what the text is by simply running 'string" over the file.
If you want to know the way this is implemented, just look at the App Inventor sources on Github.
