How can I move buttons and items freely around the screen instead of having to have them locked on either the left right or center?

You might experiment with the Layout controls.      Layout Controls

Drag a button or item into one of the controls, then a second item and experiment with a layout  on the browser Design screen.  To get 'fine' control, experienced users place a dummy control (like a label without any text, just spaces) between objects) to make the screen look pretty.

Is this what you meant?      It also might be possible to put a control on a canvas.  I do not know, never tried it..then you might be able to move the control around the screen of your device with your finger (using when touched) or whatever the object is called in Canvas) perhaps.
