According to HELP, I need to have MIT AI Companion 2.55 :

So I did re-install the MIT AI Companion VERSION 2.55 on my Nokia 9 Phone.

Now what should I do next with the APPs that I already have on Google Play in order to comply by November 1, 2019?

We have already updated the buildservers so that any new builds will target SDK 28. If you plan to do an update of your apps, all builds since July should support the new requirements put in place by Google Play.

App Inventor did not implement ability to target sdk 28 until July 30th.   If you built prior to July 30th, you should rebuild your app with nb180 and resubmit your app with an updated version code Lam.  At present you are probably targeting API level 26. You have to decide what you want to do.

GooglePlay requires:

When you upload an APK, it needs to meet Google Play’s target API level requirements:

• New apps must target at least Android 9.0 (API level 28)
• From November 1, 2019, app updates must target at least Android 9.0. Until this date, app updates must target at least Android 8.0 (API level 26)

You only need to rebuild if you're planning to submit an update of an app to the Google Play Store (in which case you also need to update the VersionCode). If you're using the apps for your own personal use, or distributing them through some other means, you technically don't need to do anything.
