One of the Projects might do what you want of does something similar.

The book 'teaches' users how to program with AI2 blocks.

... use a CloudDB or a FirebaseDB so you can use a shared database or use a shared GoogleSheet .

This is not exactly what you want to do. The app is similar in that it shares information in real time... you will have to adapt this. Here is an example using CloudDB http://kio4.com/appinventor/8CChatfirebaseDB.htm

To make you clear what I want to do
I have 40 person everyone have one hour
everyday during 24 hours has 24 person
next day 24 person
date
17.03.2019 from 1-24 names
18.03.2019 from 25- 9 names
19.03.2019 from 10 - 34 names
Example
If the first name at 07:00 in 17.03.2019 the next time for him 12:00 in 18.03.2019 then in 20.03.2019
like this

This sounds like a shared table with key consisting of
yyyyMMddHH and value consisting of a person's name?
And the names are chosen consecutively from a pool of 40 names?

Based on your numbers, and everything remaining the same, the cycle repeats every 120 hours
and Dode will only ever be on twice over a five day period (as no doubt will a few more)
for example, these are the hours Isaak is listed for over every five day period.

But as I said it repeats every five days, and some people will only get on the list twice
This is with 24 hourly slots and 40 people (Common Denominator is 120 - 5 x 24 and 3 x 40)
You could reorder the list of names after every five days by one....

In 15.03.2019 at 07:00 am and repeat again in 30.03.2019 at 13:00 like this
That mean 14 group one group has 24 hours

No, not clear at all.
You keep changing the requirements and the maths don't add up for me, I have a simple mind ;)
If you want to program this, there need to be some rules, if sometimes a person will do two hours instead of one, how often will this occur etc
Even if the thing ran for 14 days, if one person each did an hour, there would be 16 people left over at the end (given 336/40 = 8.4, and 0.4*40 = 16)
Set some clear rules, then we can have a look at the programming. Until then....
