the app I am creating means that I need to retrieve an image URL which has been entered buy a user and stored to a database, I then need to use this URL to change the background picture of a canvas to whatever picture the URL is relevant to. Before people ask for screenshots of the blocks I am working with, I am not working with any blocks, I have no idea what I am doing. Any help would be appreciated as my deadline is Friday.

first do the tutorials http://appinventor.mit.edu/explore/ai2/tutorials.html to learn the basics of App Inventor, then try something and follow the

well, you said "I have no idea what I am doing"
so doing the tutorials helps you to understand the basics...
also I recommend you to take a look into Accessing Images and Sounds
start doing something and then if you still need help, post a screenshot of your relevant blocks

Web is an invisible component stored in the Pallete  Connectivity   bin.      It is described here   http://ai2.appinventor.mit.edu/reference/components/connectivity.html#Web

Should I be saving the URL to a regular database? you've helped a lot but I just can't use the screenshot you provided to put what I am doing into perspective for what I am trying to acheive

Regular database?     What do you think a regular database is?     I have no idea.     Perhaps you need to sketch out a flow chart showing what you expect your app to do and post that?

Do you want to save the URL to the picture   or save the image you retrieve or what?

Perhaps you should re-read the Inventor's Manual ?   http://www.appinventor.org/book2  especially chapter 22, then ask again?

Lo que tu quieres es recuperar una imagen almacenada en un servidor web en appinventor esto te puede servir.
