From the documentation:

open another screen with start value

Opens another screen and passes a value to it.

also from the documentation (worth a good read, you know!)

use this to access the startValue provided:

get start value

Returns the start value given to the current screen.

This value is given from using open another screen with start value or close screen with value.

Hi Joe

I think you would benefit from investing a day doing the free MIT tutorials. You can't learn how to code with App Inventor properly by asking questions about individual Blocks because all Block Code is related in terms of context - someone could give you a perfectly correct answer to this question but you might easily shoot off in the wrong direction in using it because it's only part of the whole.

For example, supposing your question was "how do I accelerate my car to 100 miles per hour". The answer would be "put your foot down on the accelerator pedal". It's out of context though - you did not ask how to slow down the car and so you could be in trouble later - do you get what I mean?

There are many other tips on my website that will help you to create your App without tripping over the many obstacles.

@Tim, I read that too, I couldn't make head nor tail of it. Is the start value just a numerical value? In that case, why not just store it in tiny database?

See the Screens section of FAQ
particularly

If you manage your blocks well, and use multiple Vertical Arrangements one at a time,
you won't need multiple screens with their transition costs.
