I have a similar but different problem. I am on an iMac and my messages is set up. I want to send messages from my Apple ID (a gmail) which I was previously able to do on my old Apple ID. But now new convos I create are sent from the @icloud.com which is not what I want. I have texted @icloud and received the same exact text in a different convo from the @gmail. I text the @gmail and i get it from the @icloud. I clear and delete the convo with @gmail and then text @icloud and I get a response in the same convo. Changing the "Send from ..." setting only affects conversations that you start (from scratch) after you change that setting. If you reply to a message, even one you started, it will continue using whatever "from" contact point was in play at that time.
If you're absolutely certain you're starting new messages and they're still using your iCloud ID, check again that you changed the "send from" setting and not just the "receive at" setting. If that is all correct, try turning off iMessage, then Reset the iPhone, then turn iMessage back on (and re-verify your settings).
I recently had this same problem happen spontaneously. The problem is that some of my existing text conversations were also affected and now I can not even send a text via iMessage or SMS text. It appears as "undeliverable". Some of these existing conversations are very importantent and CAN NOT be erased.
