Do you want the entire issue transposed to html?  Or just a few, key, individual articles?  How about formatting?  The Rothbard piece will transpose nicely using my little program, assuming you don't mind losing the "newspaper column" formatting, the graphics, and the text bubbles.  It certainly wouldn't be a bad start.  It will be a plain, drab .txt (or .docx) version.
