In 1997 those figures would have been ten times that.
Cuomo, as the AG, thretened a number of ISP's with a charge of harboring
child pornography because they found 11,000 images of the shit on usenet.
Rather than standing up and fighting the asswipe, they chickened out and
just dropped usenet completely. Their customers were now faced with not
having the groups, or paying for them. Most of the customers just didn't
bother to sign up elsewhere.
Cuomo could not have won his case as there are laws protecing the ISP from
being held harmless. That is, you can't sue the news stand or the library.
Dennis Vaco, Cuomo's predecessor, found that out the hard way as he tried
prosecuting two NY based usenet providers.
