I never log a change in duty status for changes less than 7 1/2 minutes
I do note required stops like tire and load checks).

No they haven't. I have an Electronic On Board Recorder on my truck and my
employer asks us to flag when we stop (not stop lights, etc.). We are not
cleared yet to do away with the paper logs.
I asked the CHP if I had to log the required stop at the brake check area on
Donner Pass as I always stop and do a quick walk around - a couple of
minutes at the most. They said technically I had to flag it as it is a
change of duty status, but he personally wouldn't ticket someone that didn't
show it on their log book. He also said he knew some assholes that would!

If you're running close to the edge hours wise it might make sense to take
that 15 minute status change on your log even thou you weren't stopped that
long...

It is one thing to flag a stop it is another to be stopped long enough that
the GPS on the truck registers it. But then again, maybe the GPSes on our
trucks are more sensitive then I give them credit.
As for your use of the word "troll".

I never flagged a stop for any reason. That just gives them more stuff to
check against. Never got questioned about it either.
The only time I logged anything while doing anything other than driving was
a fuel stop. If I stopped at a place for 20 minutes and didn't do anything
that needed to be logged, I did not log it.
Let's face it, if you literally logged every little stop, or flagged it,
who could read your log later?

The FMCSA/DOT will highlight rule changes on their FMCSA web page. It's a
fools errand to let some CB rumor, wannabee rumor, or troll send you on wild
goose chases just in case once intheir life they are accurate.

Scott, the original thread that Larry was posting about wasn't started by a
trucker but it pointed out there are two new laws in Illinois. One law gave
the truck drivers 65 mph instead of 55 mph and the other law made it illegal
to send or receive text messages while driving. The second law is why I try
now to log my text messages as anything but driving.

I used to do that if I was running halfway close to a legal logbook. I'd
stop at a rest area
for four minutes and log 15. Or I'd stop for 15 and log 30. Then three
hours later I'd do it again.
But it really doesn't matter if your running a paper log, if you run out of
hours start the day over again.
