. I do remember that fantastic old concrete arch span bridge from when I was
a youngling passing through Philly with my Dad, but it doesn't appear to be
in use anymore. I was wondering if anyone knows anything more about it,
history, future plans, etc.

That highway is the I-76 Schuylkill Expressway near the Belmont
Avenue/Green Lane interchange, heading eastbound.
The concrete arch bridge is the railroad bridge for the former Manayunk
commuter rail line, which ran from the Paoli (SEPTA R5) commuter rail
line to Manayunk. I see that the overhead catenary lines have been
removed from the railroad bridge.
I have a 1987 photo of the bridge on the following website article,
about 2/3 the way down. The overhead catenary lines on the railroad
bridge were in place then.

So, does Pennsylvania reserve the use of Clearview for its "nag" signs
(e.g., Don't Tailgate, Don't Run With Scissors)?

Apparently in SE PA, yes. There were other new guide signs, all FHWA. NE PA
seems a bit more enamored of the font; it can be found round and about
Scranton; though not in great quantity. I don't know about IH 81 north to
NY, I may have to do a recce of the area to see what's what.
Last summer when I was camping in the area (around the last three exits
before the NY border northbound) all the guide signs on 81 were crawling
with Clearview.

Yes, as well as the signs on the US-30 and PA-283 near Lancaster. In
south central PA, you tend to get very random bits o' Clearview here
and there. I-83 just south of PA581 has a couple (southbound at New
Cumberland and at Lewisberry Rd, off the top of my head). Otherwise the
new stuff is nearly all FHWA.
PS - The New Cumberland sign on I-83 south is also about the only
non-exit-only exit sign I've seen in PA where the arrow is below the
destination name and not to the side. I may or may not have a picture
of this... I'll search my collection.
All the ones I've seen are in Clearview, even in places like south
central PA where the majority of BGS's are in FHWA. To be honest I
don't mind the Clearview on these particular signs because of the size
of the font. The main thing that bugs me about PA's Clearview on BGS's
is the size of it. Texas, for example, uses a more reasonable size
Clearview font IMO.
