The first link explains some ramp renovations to an outdated, 4 lane highway that should have been made 6 lanes from the start.

The West Shore Expressway would not need extra lanes if the Korean
War Veterans Parkway (née Richmond Parkway) had been completed properly. The
parkway would have been a far more direct route between the Verrazano Bridge
and the Outerbridge Crossing. Also, had I-278 been completed properly so as
to connect to I-78, traffic bound for the west would have a direct freeway
route due west via the Goethals Bridge. Instead, much of that traffic
probably heads for the Outerbridge and I-287. (No one uses the Jersey
Turnpike; it's too crowded and expensive.)

The West Shore Expressway (NY 440) is a victim of incompetent
politicians and bad planning. On the other hand, it has plenty of room for a
third lane either way, so I do wonder why it has not been widened. The
bridge over Fresh Kills was built with the extra lane from the start.
Another thing that would help it is to raise the speed limit to 55, even
though no other New York City highway has a speed limit higher than 50.
