CDOT: Raising speed limit improves traffic flow

Early this year I reported on CDOT raising the speed limit on a five
mile segment of U.S. 50 between Pueblo West and Pueblo from 55 mph to
65 mph, and additionally setting a 55 mph minimum speed. This road is a
limited access expressway with two major signalized intersections in
that segment, and carries quite a bit of commuter traffic from Pueblo
West and Cañon City into Pueblo.

KOAA-TV carried a story on Thursday, September 15 reporting that CDOT
has analyzed traffic flow data and found that traffic flow has improved
in this stretch without a significant increase in accidents. CDOT is
still evaluating whether to keep the 55 mph minimum speed or to remove
it.

I commute on this route every day, and my own observation is that
traffic now uniformly flows at the posted speed when traffic volume
permits. I don't believe the Keep Right Except to Pass law is being
fully complied with --- given that it is difficult to fully comply with
the law when traffic volume requires both lanes to carry the flow ---
mainly because drivers turning left at an upcoming intersection feel
the need to stake out a position in the left lane. Generally, I think
the distance between the signalized intersections (2 miles) is
sufficient to support the 65 mph speed. The main hazard is the backup
from the red lights that persists long after the lights turn green
during peak traffic flow, and this is probably the main cause of
accidents in this area.
