If anyone was to challenge Bud now, the case to declare the law wrong would
probably go to the Supreme Court, who would probably not waste their time
trying to change an interstate number when there are far more important
things to worry about in the nation today. If anything was to be done, it
should have been done prior to the law being written. I can't see it
changing now.
Some major points.... Bud is Chairman of The House Transportation Committee,
the people who decide who gets what part of ISTEA. I-99 also happens to be
located in *his* congressional district. NOBODY in Congress is going to
screw with this guy, unless they want to see *their* pet transportation
projects vanish into thin air. Even if you *could* justify designating this
50+ mile route to nowhere an interstate, it should be a 3dig, since it still
is not a primary interstate transportation corridor...Sorry, Altoona and
State College are still not major transportation destinations.
Bud did nothing illegal in this case, he just wanted a 2dig interstate near
his driveway. It is not "illegal" to have a route number out of sequence.
The AASHTO cannot legislate, Congress does, and Congress can call Bud's
highway I-PORK or anything else if it chooses to. AFAIK, I-99 is I-99
because it was the only north/south 2dig number available in the mid
Atlantic region. There are still plenty of 3 digs available in PA, but Bud
would have none of that.
Save I-99 for the Delmarva Peninsula or through Virginia and the Carolinas.
