California Emergency Call Box numbering

Does anyone know where the numbers on the call box signs in California come
from? Are they postmile numbers? I've also noticed that the call boxes in
Northern California are numbered differently than in the Southern
California. Up here, it's 2 letter county abbreviation-route number-call box
number. In Southern California, it's route number-call box number, no
county.

And IIRC one direction is odd, the other direction even for the final digit
(tenth mile). Also, I think Caltrans is not responsible for installing or
maintaining the boxes, seem to be a county function.

Does that seem excessive?

I don't want to say anything out of line, but it seems to me that the
logistics of getting out of a car, and into a wheelchair on the side of a
freeway would be quite challenging.

The county of Ventura thought so when it was ordered to comply. Luckily
someone had a great idea. The county now supplies emergency cel phones
to our differently abled drivers. This shouldn't be enough but it was.
The entire program cost less than one retrofit. Indeed the Conejo
Grade (US-101) exceeds handicap accessible slopes. Closing the 101
was not seriously considered by anyone rational. I sure hope
Octo-Bobby isn't reading or he may sue us now.
