Exit 37 was to be the crossing of two freeways not meant to be the
Beltway-the Windlass and Patapsco Freeways.
The original plan was to extend I-695 down the current MD 702, turning west
across Back River to meet the east end of the Key Bridge Approach at MD 151.
This was killed in 1978, although 702 was partially built as a 4-6 lane
divided with signals in 1989.
The Patapsco Freeway (south of the big bend to Exit 42) was completed around
1974. It was to run north across US 40 to meet the Beltway somewhere
between I-95 and MD 7 (Exits 33 & 34). I'm not sure how they would have
done it; it would have been a tight fit between ramps.
The section between Exits 36 and 37 was (is) called the Windlass Freeway,
which was to extend west of the bend to I-95 at Exit 60 (Moravia Rd.) and
designated MD 149. There is an covered overhead sign which says "FUTURE USE
ONLY" and a ghost ramp to the right blocked off by Jersey barriers. East of
695 Exit 36, the Windlass was to run to an eventual southern extension of MD
43. Ghost ramps for this can be seen on southbound MD 702. The flyover
ramp that now forms the mainline outer loop at Exit 36 has no shoulders;
luckily there haven't been too many accidents on this ramp. The same can't
be said for the phantom exit 37. Many vehicles end up in the wide median.
There was a truck loaded with paint thinner one night 4 weeks ago. The east
side of I-695 isn't too heavily traveled, for one reason because of the
extra mileage compared to the two Baltimore tunnel crossings.

Back in the 60s there was a proposal for a second Bay crossing that would
have gone down the current alignment of MD 702, connecting with MD 21 on the
eastern shore at Tolchester Beach.
The eastern approach would have been the major obstacle, as all traffic
would have to go east on the eastern MD 20 through Chestertown in order to
get to 213. A crossing over the Chester River southwest of Chestertown
would have been necessary to avoid this. (There's talk now about an eastern
bypass of 213 for Chestertown, but it's still under study.)
As for MD 10 going north, there was something planned there, but I'm not
sure what, other than improved access to MD 173. Getting it north to I-895
would prove a problem, as it would have to plow through a residential part
of South Baltimore. There is an industrial area to the east along Curtis
Bay, but too far east for a viable alignment to 895.
There was a more solid plan to extend MD 10 southward, where it was to
parallel MD 2 all the way down to US 50-301, but this would have taken
expensive waterfront homes along the narrow neck occupied by the straight MD
2. The path of least resistance for a Baltimore-Annapolis freeway (and
cheaper to acquire) turned out to be the MD 3-178 corridor.
