NO, BUT....with terrorist related security, you may now have to.....I doubt
it though since a lot of trucks use the Deegan and trucks are now only
allowed on the upper level. It is suggested that you use the lower level to
and from the Deegan since it avoids a dangerous weave on the Alexander
Hamilton Bridge....
Its easier to use the lower level, but I think it's possible to use
the upper level. The problem is that the upper level northbound
becomes the inner roadway in Manhattan, and the lower level becomes
the outer roadway. The roadways merge just before the Alexander
Hamilton Bridge over the Harlem River, and the I-87/Major Deegan Expwy
exit is near the end of the bridge, so if you took the upper level,
you would have to cross from the 2 left lanes to the far right lane in
order to exit. I wouldn't advise it, however.

No. Not true. It just eliminates lane changing and weaving through
traffic on your blind side on the Alexander Hamilton Bridge, aka I-95
over the Harlem River. There are 4 eastbound lanes on the Alexander
Hamilton Bridge just prior to the 2 lane exit for the Deegan, the two
left lanes come from the upper deck, the two right lanes come from the
lower deck. Futhermore, the 2 lane exit ramp for the Deegan also
splits half way down for the north and south I-87 Deegan ramps.
And now, since us commercial trucks must use the upper deck, watch for
us as we now have to blind side that exit.
I have done just that countless times; however it can be a "hairy"
maneuver, especially taking into account the poor quality road
surface- especially on the ramps to I-87.
I can imagine a project one day to reconstruct this area of I-95!

Theoretically, you only have to change lanes once.....unless you are going
to the NB Deegan, in which case you need to change twice...but the second
lane change can be made on the ramp itself. The reverse (Deegan to upper
level) requires two lane changes though.
