"The EU’s plan to implement Digital Automatic Coupling (DAC) on the
entire freight fleet running in the Union is receiving criticism
concerning insufficient testing and financial issues. The Federation of
Independent Rail Operators (ZNPK), a Polish rail freight association,
pointed out that “the technology is still in the testing phase and the
project raises many concerns”.

RailFreight.com had a chat with ZNPK’s general director Michal Litwin on
his thoughts concerning the feasibility of this initiative. Litwin
pointed out that the project launched by the EU seems to be quite
rushed. The timeframe for 2030 does not seem to give sufficient time for
rail companies to assess their next steps, and the business case for the
entire industry is questionable.

“At the current stage, the technology is under development and, by
definition, there are many technical, organizational, and financial
unknowns. Therefore, at this stage, we should be still asking the ‘if’
questions, while it seems that this question has been skipped and now
the entire discussion has been driven towards ‘how’, which is quite
premature now”, Litwin said."
