Problem is that you can't just press a button and start a steam locomotive
(with one or two notable exceptions). It also can't be just anyone that
operates it.

If you already have one around, and is already steamed up for some reason,
then maybe.

Otherwise, it would be a several years wait, as all the volunteers who
know how to run things would have to schedule their time off of their
regular employment to come start things up and run them.
