Abandoned rails

Apparently they are not required to make bike trails, greenways, and
such out of the old rights-of-way before the spend bazillions on new roads.

Maybe we should do that--save a lot of money and NIMBY court costs--just
abandon the old ones,spend bazillions on new ones.

I can drive miles and days past "bike trails" without seeing a human on
the trail.
