A person pays tuition bills directly to the school and is reimbursed
by their company thru the W-2 payroll. They notice it's not fair
because the W-2 income reimbursement is taxed and doesn't fully
compensate for the tuition payments to the school. Can they claim
this difference as an unreimbursed employee expense on Sch. A on the
1040?

I'm not sure if you are understanding the issue, or if you are asking the
question the wrong way.

Tuition reimbursement plans are supposed to be tax free. If this is not a
qualified tuition reimbursement program, then it is rightfully reported on
your W-2 and taxed accordingly.

If you can qualify for any tuition deductions or credits, you take them
accordingly.

Unless the education is required by the business, it's not an unreimbursed
employee business expense, like business mileage might be.
