Employer not withholding fed taxes

Advice please: While doing my friend's taxes, I discovered that his employer has
not withheld any federal taxes since his employment in May 2001. He now appears
to owe upwards of $2000 to the IRS, but swears he filled out the proper
paperwork and gave it to HR last year to have taxes withheld. Isn't some type of
withholding mandatory? What recourse does he have with his employer? Thanks.

Yes.

None. He didn't seem to care that his paycheck was too big. This is the
downside of letting something like that slide.

If he filled out his W-4 correctly, then he has a gripe, but that is all he
has. Like Phil said, it was his responsibility to make sure something was
being withheld.

And if he did not fill out his W-4 correctly, he needs to change it or it will
happen again.
