When does the 2% increase take effect for Social Security? Today, Jan
4th is payday for hours works from Dec 17-30, 2012 for my company.
Should we have charged 4.2% or the 6.2%?

The 6.2 rate applies for payments starting 1/1/13. I'm sure
IRS will issue regulations about how to correct 4.2 into 6.2.

6.2%. Taxes apply based on the pay date, not the earned date. Today's
payroll is 2013 income and 2013 tax laws apply.
