2011 NY IT-204-LL Late Filing Question

I forgot to file my IT-204-LL this year by the deadline. It $25 for a single-member,
disregarded entity. Should I just send it in now (~38 days late) and let them decide
whether or not to penalize me?
The instructions seem absolute: must pay on time with no extension.
But there is no discussion of late submission.
