At one time the IRS published a Document 6583 titled "Tax Rates and Tax
Table for Previous Years". I do not know if it is any longer
published. It was used by Taxpayer (now Customer) Service Division
personnel to assist taxpayers.
Also, contact local public and college libraries. If any are a Federal
Depository Library, they may have a copy of the Document 6583 and/or
copies of the IRS's Package X from previous years in their stacks.
The Package X is a yearly IRS publication for tax practitioners which
contain the major tax forms and instructions for that particular tax
year.

I'm not certain of the actual levels of income, but the income tax in 1913 had
a 1% through 6% levels.
Well I probably have all them for about 45 years, but I'm sure you do
too if you saved the 1040 instructions with your copy of the 1040. What
do you really need, how badly, for what, and how do you value my time
(not $ but incentive)? Ed
