Royalty Trusts and Withholding Tax for Non-Resident on Royalties?

I am looking at energy trusts, such as Hugoton Royalty Trust (HGT). Can
someone clarify do these report most of their distribution to unit holders
as line 2 "Royalty" on the 1099?

What is the withholding tax for non-US-residents for "royalty" income?
