turbotax error, form 2210

While doing my taxes in turbotax, it brings up the following error at the end:

Form 2210: IRS to Figure Penalty Box You must check this box or obtain an update
before you file this return. To receive an update, select Check for Updates from the
Turbotax menu to go directly to our Web Site

[ ] IRS to Figure Penalty Box

If I check that box, I can file the return. Otherwise I cannot file it.

Is it OK to just check the box and file?

I think this complication has arisen because I made an estimated tax payment during the year and TT is having trouble figure out if a penalty is due. But is this because the form is awaiting an update? Is it typical for form 2210 to get updated fairly late?

2210 shows "Do Not File" in red. This is what forms in TurboTax show
when they haven't been updated. Typical? I don't know. I only know that
2018 was a major change to the code, and forms had a lot more of this
than usual.
Many forms needed for filing aren't due out until the end of February,
so we have time. I'm certain this will update by then.

It has nothing to do with your estimated tax payment. The
form is not ready yet. The estimated availability date
(subject to change) for Form 2210 in TurboTax is February
14. Here is a link to their forms availability list.

Thanks much! This is precisely the information that I was looking for. At I know if I wait until Feb 14, there is a good chance it will be ready. I was hoping I would not have to wait beyond Feb 20, because that would make things inconvenient for me. I am doing my best to file before then. I had tried looking around for the expected date but could not find it.

The updated form is now available, but I have hit another snag. TT is throwing an error saying:
"Form 2210 -- Explanation Stm: Detailed Explanation-1 must be completed. Enter your explanation here to complete the Waiver Explanation Statement."

Based on the way it has filled out Form 2210 (in the forms view), it looks like it is using the 85% rule to get what appears to be $18 waived. Is it OK for me to just put "85% rule" here as well?

According to IRS's instructions for the 2018 Form 2210, if you qualify for the 85% waiver relief, "Check Box A in Part II of Form 2210, write "85% Waiver" next to Box A, and file page 1 of Form 2210 with your return."

I'm not sure when those instructions were first made available.

That is what TT has done. But at the bottom of Form 2210, it has filled out line 27, with an explanation to "SEE STMT". Now when I look at the Explanation Statement there it has the headers filled out --
My Name
Form/Line: 2210
Explanation of: Waiver of Penalty

The rest is blank and it's expecting me to write something there. I'm not sure what to put. I was thinking of putting "85% Waiver" just as was listed in the explanation for checking Box A.

Don't do what TT tells you to do. :( Do what IRS tells you to do. :)

It seems to me that only the first page of Form 2210 is asked for, and that page 1 doesn't include line 27, or the TT attachment. Put that excess stuff - the stuff that IRS doesn't ask for - in the round file.

To keep things going I entered a comment about TT computing Part IV, which is what a TT CPA recommended when I called. For the return, it generated only the first page of 2210, but at the end of the return, it still provided the comment page. I figure it's probably benign whether or not I send that in.
