I paid a state estimated tax with a check for $6800. A few weeks
later, I received a nasty note saying that, in the future, all
payments in excess of $5000 MUST be filed electronically or there
would be a $100 penalty. Why should they care how I paid?

States are all trying to save money, and getting people out of the loop
generally saves money. Your beef is with your state, and more and more
states are jumping on the bandwagon.

Just this afternoon on the news I learn that Los Angeles city has raised
it's sales tax by 1/2 per cent. My question is, did the people really
vote that in? Surely the city itself couldn't just raise sales tax.

Two thirds of the voters are required to pass an increase in the
sales tax. As far as I know, the last vote was November 2008 when
the voters passed Measure R (transportation distict tax). That
increased the city & county rate from 9.25% to 9.75% effective
July 1, 2009.

In some cities, the increase in the sales tax is a general tax
increase and requires just 50% of the vote. For example, measure L in
San Mateo (which passed with about 60% of the vote) and measure U in
San Carlos (which did not pass). If the tax is for a special purpose,
such as railways of proposition R above, then a 2/3 majority is needed
to pass. If it is for the general fund, then just 50% is needed.

No, we didn't vote it in. If that happened today, I missed it.

Our combined sales tax is (before this change) already 9.75%

7.25% Statewide - General Fund.
2.00% County - General fund.
0.50% County - Prop. R "subway to the sea" for 30 years.
(last day: 2039/06/30 - After the Unix year 2038 problem).

Some cities in LA county exceed 10.5% due to local tax addons.
