As far as I can figure it, there is no place like you
describe in the U.S. You'll have to prioritize your
specifications. The best places for your desired climate
are probably along the Northern California, Oregon, and
Washington coasts. But then you can forget about low taxes
and a minimum of regulation. For those, you have to go to
some places with a less accommodating climate, like Idaho or
Wyoming. Low taxes and regs pretty much rule out the east.

Wales and Scotland are quite different places to England , Scotland jhas a
completely different legal system and government, both states still
undrerstand that for many rural dwellors a guin is a neccessary tool. Both
habve quite high numbers of survivalists ansd self suifficiency types, and
while the nanny state in cities is a real drag, its almost benign out in the
boonies. The free education, free dental, free medical, free university,
free medicines, free elderly care, free public transport for the over 65s,
govt grants towards heating bills etc all come in handy from the scots
retired, and the hunting is good to, deer, boar, rabbit, grouse, pheasant
etc exccelent fishing and 90 percent of Scotland is empty.

Consider the North Carolina mountains, and especially the little hippy
dippy town of Asheville. Lots of dreadlocked, petula stinking hippy
wannabees have made Asheville their home. My best guess is they are
pacifists.
But on a serious note, the National Climatic Data Center is there, and
if you time it right, you might be able to have a lunch-time
conversation with an actual climatologist or meteorologist at the
local Wendy's or the Mellow Mushroom. FWIW, the USAF moved their data
center there about 1997-8, and the military side of the house is
staffed with meteorologists and programmers. I've known a number of
folks who were stationed there.
The US Forest Service Southeast regional office is there, too.
Biltmore estate with winery is one of the local attractions, and The

I like the Ozarks and Ouchita mountains of Arkansas and Missouri as
well, but there is a lot of poverty and associated petty crime in the
region. Missouri seems to have a lot more on the ball, economically.
Arkansas has a small government, but it might be a "who you know" or
"who you're related to" kind of government. I made three trips to
Arkansas to find land, and folks instantly comment that I'm not from
around there. Every one of them.
Belize official language is English, and fwiw - probably not much, the
brits have a garrison of soldiers stationed there as Guatemala claims
Belize. But the cost of living is low.
Lake Chapala in the highlands east of Guadalahara has a large American
community made of mostly retired who have found an inexpensive place
to live. Supposed to have a very nice climate.

I had always wanted to get stationed at KI Sawyer or Kincheloe, but it
never happened. After my second tour in Korea, I took 10 days and
headed up there. The keewena was crowded, so I headed to the
interior. Much nicer. Much wilder.

There are lots of places in the east that have low taxes and regs; TN
has no income tax and reasonable climate. I lived here 20 years with no
Air conditioning and only a wood stove & solar for heat.

What's funny is that John O if a family friend, he "joined the
family as a young airman, when we were all in Tucson. He too was from
Peezboig - Polish Hill. Which my Dad remembered as "the bad side of
