Washington (CNN) -- A new order from the general in charge of northern
Iraq makes getting pregnant or impregnating a fellow soldier an
offense punishable by court-martial.

The directive, part of a larger order restricting the behavior of the
22,000 soldiers under Gen. Anthony Cucolo's command, is meant to
prevent losing soldiers at a time when troop strength is stretched
thin, Cucolo explained in a statement sent to the troops under his
command and provided to CNN.

"I need every soldier I've got, especially since we are facing a
drawdown of forces during our mission," Cucolo wrote. "Anyone who
leaves this fight earlier than the expected 12-month deployment
creates a burden on their teammates. Anyone who leaves this fight
early because they made a personal choice that changed their medical
status -- or contributes to doing that to another -- is not in keeping
with a key element of our ethos."

The rule, enacted November 4, was first reported by Stars and Stripes,
a military-focused publication. It prohibits "becoming nondeployable
for reasons within the control of the soldier," which include
"becoming pregnant, or impregnating a soldier ... resulting in the
redeployment of the pregnant soldier."

Pregnancy that arises from sexual assault would not be punished,
Cucolo said.

The directive applies to all military and civilians serving under
Cucolo in northern Iraq, an area that includes Balad, Kirkuk, Tikrit,
Mosul and Samarra, according to the Web site of Multi-National Force
Iraq.

Of the 22,000 people under Cucolo's command, 1,682 are women.

Cucolo will decide what cases will be pursued.

"I am the only individual who passes judgment on these cases. I decide
every case based on the unique facts of each soldier's situation,"
Cucolo wrote in his explanation of the new rules.

Cucolo said he considers his female soldiers "invaluable" and he wants
to ensure they fulfill their deployments.

"I am responsible and accountable for the fighting ability of this
outfit. I am going to do everything I can to keep my combat power --
and in the Army, combat power is the individual soldier," his
statement said. "To this end, I made an existing policy stricter. I
wanted to encourage my soldiers to think before they acted, and
understand their behavior and actions have consequences -- all of
their behavior."

In an e-mail to CNN, Cucolo stressed the rule "is just a small part of
a general policy on behavior and actions," and is "lawful."

The memo outlines a long list of behaviors that are prohibited, from
gambling and using drugs to behaviors that would offend Iraqis, such
as entering a mosque or religious site unless "required by military
necessity."

While the rules may seem unusual to some, they are not out of line
with how the military regulates behavior to a much stricter degree
than the general public is used to, said Eugene Fidell, who teaches
military law at Yale University.

"Questions of personal autonomy play out differently in the military,"
Fidell said.

He said the purpose of the rule is mostly to have a "chilling effect"
on behavior, but he doubts it would ever be fully prosecuted. If it
were, however, it appears to be legal, he said.

"If push came to shove and there was prosecution, I think the rule
would be upheld as a reasonable balance of the competing interests,"
he said.

It is not without precedent, Fidell said. During the Vietnam War, a
female troop would be discharged for getting pregnant. That rule was
challenged, but the government did not want to defend it at the time.

According to the explanation of the policy that was sent to all those
affected, only a few cases have been considered for punishment under
the new rules. Four soldiers have gotten pregnant since Cucolo took
over command of northern Iraq operations at the beginning of November,
he told CNN in an e-mail. Of the eight soldiers involved, none were
court-martialed. Instead, all received a written reprimand, Cucolo
said.

In one case, a male soldier received the "most severe punishment,"
according to the explanation sent to those serving in northern Iraq.
Cucolo does not give any other details about the case except to say
the soldier "committed adultery as well."

quit worrying. It's now beyond obvious that the regime lacks the
troop numbers - when it's so desperate for enough soldiers just to do
martial law in Kalifornia-size Iraq alone that it's resorting to such
rules.

I think he is also telling the guys that when you knock this gal up
and I lose a soldier, your ass is going to be on line for a court
martial also. Very practical consequences and all very fair. I say
it has nothing to do with 'battle'..you can be short handed running
any kind of an operation and depending on their training , it means a
longer wait to train someone to replace them, no different than a
widget factory.

Bullshit. It's VISIBLE if the female soldier is pregnant - and
there's no doubt who's pregnant; the effect of this policy is going to
be extremely unfair to women soldiers. You don't "see" which male
soldier got someone pregnant - and even paternity tests won't help
with that if she didn't know him and doesn't know who to name after a
booze-fueled night turned into a one-night stand.

IIRC, The military maintains a DNA database of it's troops. If so,
determining paternity wouldn't be any problem.

Military bases are like very small towns, troops gossip and bullshit
all day long. From what I've read, their DNA is a part of their
records now , for the purpose of identifying dead bodies. Of course
you live an a fantasy John Wayne world, thinking 'taking the hill' is
what the military is like now.

That's right. And, if someone is old enough to join the
military, then they are old enough they ought to understand that.

The military will tell you when to wake up, when to go to bed,
what to eat, what kind of toilet paper to use, what colour
underwear to have. And it will tell you that you will go to a
foreign country. And even that you will deliberately get into a
gunfight with a bunch of people trying to kill you.

So, yeah, the military asserts a lot of authoriTAH over its
members. And, presently, the US military only has members who
consented to joining.

Although plenty of those National Guard members are apparently
feeling rather upset that, their present position doesn't match
the, "One weekend a month, and two weeks per year," deal that
used to be pushed on those TeeVee adverts from the 80s. But, the
possibility of being called up like this was in the fine print.

And, the regular military members were told right from the start,
that they would be entering a way of life, rather than just a
job.

I seem to recall, around the time of the Abu Graib scandal, there
were claims that, some female soldiers were deliberately getting
pregnant, for the sole purpose of being sent back to the US.

Yes, it's true. The Navy noted publicly in the early 2000s that
aircraft carrier pregnancies played havoc with a significant portion
of the personnel roster. Many sailors were either en route or
coming from hospitals for child related situations. Females often
'quit' the military once pregnant and delivered.

If "a womanless army is a smaller, weaker army" then by your logic,
and that of the American public, an all-woman army must be a larger,
stronger army.

Join the United States Army - the Gang That Couldn't Shoot Straight.

Any idea how many changes to training and academic standards had
to be made to fit women into West Point? Into boot camp?

It would be like requiring that females play in the NFL. Everything
would have to change to meet different needs and lower performance
criteria. That's what happened. In the US military these changes have
been hidden from view and discussion.

The fact is that the sex integration has lowered overall standards and
performance to that of the lowest common denominator - the typical
female enlistee.

Heretofore, the services of women were available through auxiliary
institutions. This barrier separated males from females and precluded
many related legal, moral, ethical and psychological problems that
plague today's highly compromised military.

Have an "open" relationship with your wife... punishable under the
UCMJ.

Random drug testing, random room inspections with or w/o dogs.
Random vehicle stops and searches.

These men and women give up a lot of personal freedoms that most of
you take for granted.

Then guys like Obama use them for "Photo Ops."

Guys like Hawke and Cliffie and TMT despise them and only show an
interest if it helps them bash Bush.

Most women join the military for the same reason a lot of guys do...
to serve. Some see it as a way to better their status in life, learn
job skills, develop discipline, and get an education.

Ummmm. No. The exact opposite is true.

A military made up of 100% combatants is stronger than one made up of
70% combatants. Male soldiers can take a non-combat tour between
combat rotations and get some "rest."

Dear Ma and Pa,

I am well. Hope you are. Tell Brother Walt and Brother Elmer the
Marine Corps beats working for old man Minch by a mile. Tell them to
join up quick before all of the places are filled.


I was restless at first because you get to stay in bed till nearly 6
a.m. But I am getting so I like to sleep late. Tell Walt and Elmer all
you do before breakfast is smooth your cot, and shine some things. No
hogs to slop, feed to pitch, mash to mix, wood to split, fire to lay.
Practically nothing.

Men got to shave but it is not so bad, there's warm water. Breakfast
is strong on trimmings like fruit juice, cereal, eggs, bacon, etc.,
but kind of weak on chops, potatoes, ham, steak, fried eggplant, pie
and other regular food, but tell Walt and Elmer you can always sit by
the two city boys that live on coffee. Their food, plus yours, holds
you until noon when you get fed again. It's no wonder these city boys
can't walk much.

We go on 'route marches,' which the platoon sergeant says are long
walks to harden us. If he thinks so, it's not my place to tell him
different. A 'route march' is about as far as to our mailbox at home.
Then the city guys get sore feet and we all ride back in trucks.

The sergeant is like a school teacher. He nags a lot. The Captain is
like the school board. Majors and Colonels just ride around and
frown. They don't bother you none.

This next will kill Walt and Elmer with laughing. I keep getting
medals for shooting. I don't know why.. The bulls-eye is near as
big as a chipmunk head and don't move, and it ain't shooting at you
like the Higgett boys at home. All you got to do is lie there all
comfortable and hit it. You don't even load your own cartridges They
come in boxes.

Then we have what they call hand-to-hand combat training. You get to
wrestle with them city boys. I have to be real careful though, they
break real easy. It ain't like fighting with that ole bull at home.
I'm about the best they got in this except for that Tug Jordan from
over in Silver Lake ... I only beat him once.. He joined up the same
time as me, but I'm only 5'6' and 130 pounds and he's 6'8' and near
300 pounds dry.

Be sure to tell Walt and Elmer to hurry and join before other fellers
get onto this setup and come stampeding in.
