Is it possible to find a tool that will display the full public key from a
digital certificate (not just Y, but all four parts of the key?). I have
found some java tools, however I am looking for the source for "C" tool.

X.509 certificates?

I'm not sure what yo want. But have a look at http://www.openssl.org/.
